Have you have created your custom ESS portal role and add all WDABAP application pages.
In same way you can add the Employee Search application page to your custom role.
Content Administration -> Portal Content -> Standard Content Provided by SAP -> ESS -> Pages -> Who's who
Add this page to your custom ESS role. No need of creating again new WDJAVA application for this.
