I am not part of the Maintenance Optimizer support team any longer, but I got to see some overview about the new features of MOPZ 3.0 with the people who develop the SAP Service Backbone code.
MOPZ 3.0 is, once the glitches are ironed out, to be the only MOPZ from then onwards. One day it will not be an option, but THE Maintenance Optimizer.
The main changes are different screen flow, more checks for add-on compatibility, better OS/DB dependant files handling, and better performance (I haven't been able to test this). It is not an incremental change on MOPZ 2.0 but fundamnetally a rewrite of the MOPZ SAP service system.
