Thanks. The reason why I'm installing and upgrading with a temp license is because it's for demo and testing purpose.

I've attempted using saplikey command in OS, however, I observed the same error:

There is no permanent license key for "NetWeaver_ORA" in the system and there has never been a successful check on a permanent license key for "NetWeaver_ORA", or the last successful check is too long ago.

The temporary license key for "NetWeaver_ORA" could not be installed.

I checked table SAPLIKEY, but it is empty.
